Public Policy：Whose Policy?Which Policy?
Abstract:Public policy,which belong to not only the majority,but also the minority,is not a tool for some persons or a specific class to seek selfish interest ,but the policy of the public.It should be just,fair and open.Justice,fairness and openess are its standard value and basic dimention that reflect publicity.According to some basic functions,such as drawing,distribution,control and symoblism,the public policy can realise freedom,safety,order and prosperity,and finally preserve public interests.From three questions,this article reveals that the essence of the public policy is a systematic arrangement of personal partiality and collective choice.
