试论公共政策的本质

he cognition of its basic analysis unit——“public policy”. With an attempt to set up an intact academic dialogue mechanism, this article first has a unique research of different views on public policy. And then by analyzing the solutions to public problem, this article concludes: the essence of public policy means that after considering it's own interests and public interests, government makes choices between reducing subjective disparity and reducing objective disparity, and then effectively solves public problems in time. Both are possible for public policy to adjust social interests relationship directly, reduce objective disparity, including the production, distribution, exchanging and consuming of public interests, and to ignore public interests and only reduce people’s subjective disparity and pacify people by reducing or shifting their anticipation.
