Analysis of the Values Innovation of Contemporary China’s Public Administration


Abstract: In the new situation, the Fourth Session of the Ninth National People's Congress marks the far-reaching values innovation of contemporary China’s public administration as follows:(1)transparency: from "dark-box administration "to" sunshine administration";(2) responsibility: from non-full liability to full liability;(3)administration: from regulation to governance;(4) struggle against corruption: from control to treating both principally and secondarily;(5)ruling: from ruling of law to ruling of both law and morals. Besides, this article makes concrete explanation and thought of above-mentioned values innovation.
