Preliminary investigation on the operation model on administration duty joined by clinical professionals
Abstract
With the deepening and development ‘of hospital management year’ campaign and the enhancement of handling the public sanitary incidents，how to improve the hospital management standard to provide the patients better medical service through effective organizing and accrediting the persons on duty temporary administrative function after working hours? By investigating and analyzing the implementation of the operation model on administration duty joined by clinical professionals at Xinhua Hospital Affiliated to Shanghai Jiaotong University and on the basis of study on the positive role of the model，the article has elaborated that this operation model is of preponderance in the enhancement of interior management and the professional training and other essentials are to be improved in order to provide references for the optimization and consummation of the work on administration duty.

摘要： 随着医院管理年活动的深入开展和突发公共卫生事件应急处理的不断强化，如何在法定工作时间外通过科学有效地组织、授权医院行政总值班行使管理医院的临时职能，提高医院管理水平，更好地为人民群众的健康服务？本文通过对上海交通大学医学院附属新华医院采用临床专业人员与行政职能人员一对一搭班共同行政值班的实际情况的调查、分析，研究该运行模式对医院行政总值班具体工作的积极作用，阐明这种运行模式在强化医院内部管理、人才培养等方面所具有的一定优势，以及需要进一步改进的若干问题，为优化与完善行政总值班工作提供借鉴。

医院是以诊疗疾病、照护病人为主要目的的医疗机构。由于受诊疗疾病、照护病人的行业属性限定，医院运行是不受时间限制而连续地开展工作，这就要求医院管理能切实保证医院运行的连续、安全与高效。随着医院管理年活动的深入开展和突发公共卫生事件应急处理的不断强化，在法定工作时间外通过科学有效地组织、授权医院行政总值班行使管理医院的临时职能对促进医院加强内涵建设，不断提高医院管理水平，更好地为人民群众的健康服务具有十分重要的意义。本文通过对上海交通大学医学院附属新华医院（简称：新华医院）采用临床专业人员与行政职能人员一对一搭班共同行政值班的实际情况的调查、分析，研究该运行模式对医院行政总值班具体工作的积极作用，阐明这种运行模式在强化医院内部管理、人才培养等方面所具有一定的优势，以及需要进一步改进的若干问题，为优化与完善行政总
