Abstract: Urban management, as a new belief to promote urbanization, becomes more and more emphasized by all levels of governments and related departments. It is the effective pass to solve these urban problems in the urbanization. It is helpful to perfect market economy system, to promote the transfer of government function, to strengthen urban function and to enhance urban competition ability .Urban management is the realistic choice to boost cities growing rapidly, healthily and orderly. While urban management performance evaluation is the foundation used to draw, adjust and optimize management strategies. Through it, urban government can find out the operating condition of urban system over-all, accurately, fast and simply, grasp its pulse and trend. And then take a series of management steps such as adjustment, control, optimization and improvement.
